Wireless connection to laptop?

SHOULD I be able to connect wirelessly to a Canon 80D & operate HR?
I think the manual is telling me I can if I use a wifi hotspot (ie a phone) as well.
Is that making sense?
I spend so long trying to get thing which should work, working, that I don't want to spend hours trying something that shouldn't...

Without a phone...
The laptop can see the camera transmitting, and the camera sees the laptop (unless it's just showing me the name of the last connection, when it was wired) but things stop at the point where the laptop asks for a network key, which the camera doesn't provide. I have the camera set to "connect to a pc" rather than phone.

I know this isn't HR-specific, but thought you'd know...

We don't about the specifics of 80D, but your best bet is making the camera host its own network and connecting the laptop to it.
